The Villages are owned and operated by Lisle Villages Inc, a not for profit entity, founded in 1974.
The Board of Management have extensive qualifications, expertise in business, accounting, legal, and have a strong commitment to creating a secure, affordable housing for seniors.
Governance - the operation and the management of Lisle Villages is governed by and conforms to the Retirement Villages Act 1992 and the Fair Trading (Retirement Villages Interim Code) Regulations 2020
Our Vision/Mission
The objects of the Association are to provide benevolent access to affordable, safe and secure housing solutions for aged persons, including in the form of Residential Units.

Flora Furness
Independent Chair
Flora brings extensive expertise and strategic insight to her Board roles, currently serving as a Non-Executive Director on the Board of Lisle Villages. In her role as President of Perth Gymnastics Academy, she oversees strategic growth, governance, organisational culture, and community engagement initiatives. Flora also holds Non-Executive Director positions with Tennis West and 4 Life Skills, a disability service provider, highlighting her dedication to governance that delivers meaningful impact across a range of sectors.
Flora’s advisory scope extends to academia and startup ecosystems, particularly within the medical, agriculture, and health sectors. Her support in financial structuring and early-stage investment strategies has proven instrumental in shaping viable business models and guiding growth trajectories for emerging ventures.
Recognised for her deep business and professional network, Flora leverages these connections to drive growth and enrich organisational market insights. Her strategic vision, sharpened through senior leadership roles in ASX 200 and ASX 500 companies, equips her to deliver high-impact strategies that prioritise sustainable growth, investment optimisation, and alignment with community values.
With a proven track record as a CEO and senior executive, Flora’s contributions to the LVI Board are marked by her focus on transformative growth, cultivating high-performance cultures, and enhancing market presence and brand equity across the organisations she serves.
Catherine Black
Independent Board Member
Catherine brings years of commercial experience and legal knowledge to her Board roles, currently serving as a Non-Executive Director on the Board of Lisle Villages Inc.
In her current role as a part-time director of a commercial property law practice, she leads a team of staff to deliver commercial outcomes, provide strategic advice and best practice governance advice and guidance to a range of clients across the property sector, in mining and in agriculture.
Catherine aims to deliver practical and timely solutions in all aspects of work and life in a meaningful and respectful manner. Former Committee Member of Women of the West an arm to PMH Foundation to support fundraising for sick children and former Secretary of School Parents committee, Catherine is versed in governance and driven to give back to those in need.
As an agriculturalist and a former business owner in the agribusiness sector, Catherine is passionate about nourishing our community and establishing a sustainable quality brand in Lisle Villages Inc and delivering financially sustainable solutions for Lisle Villages Inc and its community.
Catherine’s focus is on governance and property management and development of Lisle Villages Inc into the future to continue to provide sustainable and affordable housing.
Michelle Miller
Treasurer and Independent Board Member
Michelle brings extensive expertise and financial insight to her Board role. Hands-on Senior Corporate Finance Executive show cases an impressive career in the financial and operational management of multi-site, nationally and internationally based operations within the resources and construction and aged care sector. Michelle possesses a talent for streamlining commercial and financial process that ensures financial transparency, promoting individual and company accountability.
She has more than 8 years’ experience as Chief Financial Officer of St Ives Retirement Living and multi-disciplinary functions, with a proven track record in leading change and improving business performance.
She is a Certified Practicing Accountant (CPA), and a graduate of the Australian Institute of Company Directors (GAICD).
Brett Shea
CEO
Brett has over 25 years in Senior Executive Management across the health sector, responsible for providing strategic planning and business development, corporate and clinical governance, and innovative programs for multi-disciplinary modes of consumer satisfaction in the Acute, Aged and Retirement industry.
Brett has a deep understanding of the health sector, has extensive experience in complex regulatory and clinical environments, and is passionate about meeting older people’s choices, needs and preferences.

Shane Williamson
Maintenance Person
Shane is responsible for the maintenance and upkeep of the buildings and grounds of all our villages. Shane has been with Lisle Villages since April 2010 and has excellent hands-on experience of all our maintenance requirements and responsibilities.
